This is not CAA's template. Holland & Knight reported on April 10, 2026 that CAA's state reporting workbooks are accessible only through its producer portal, and we have not seen them. This template follows the public field list from the Sustainable Packaging Data Council (version 2, January 6, 2026) and uses the category names from CAA's public 2027 schedules. Your report goes in CAA's format, so use this to get the data together first.

From the requirements tables in the SPDC document. Some apply only to certain components: dimensions to 3D parts, resin code to plastic, coatings to paper, parent component to parts that cannot be removed.

Extra columns PackGap uses

category_ca, category_co, category_or: the reporting category for each state. For California the code alone works, such as 25_P1P.
package_weight, package_weight_unit: the total packaging weight of the SKU. It lets the audit catch a component missing from the file.
supplier: who holds the numbers. It groups the supplier request list.

The sales file

SKU or product code, State of sale, Units sold, Date or period of sale, Country of sale. The state tells the audit which requirements and category lists apply to each SKU.

Filling it in

List every component of one finished unit, including labels, seals, inserts and shipping materials if you send them.
Enter the weight of the component alone, with its unit in its own column.
Use one component code for one specification. If a supplier changes the part, give it a new code.
Write "None" when a coating or a certification does not exist. A blank reads as not yet known.
